Tools & Methods

The project is testing a number of tools to improve the targeting, design, implementation, and evaluation of agricultural water management investments. These include:

  • Participatory Rapid Opportunities and Constraints Analysis (PROCA), which provides a step by step process for the systematic screening and evaluation of different types of interventions (technology, policy, community empowerment) in order to identify those with the highest potential for impact in a given context.   • Strategic Institutional Positioning (SIP) framework, which helps ensure the appropriateness of the intervention to the institutional context, thus increasing the intervention’s chance of success. It does this by looking at the requirements of a given intervention and comparing those with a rough evaluation of available capacities at the local level and the supportiveness of the macro-institutional environment.
